TAGG Call On The Government To Publish Financial Agreement Between GRA And Truedare Investment Limited
The Traders Advocacy Group Ghana(TAGG) is calling on the government to publish the entire financial agreement between Ghana Revenue Authority(GRA) and Truedare Investment Limited for the introduction of a “digital customs tracking” and AI audit system.
To the group,agreement, reportedly intended to supplement the Integrated Customs Management System(ICUMS)”at no additional cost to the state” and therefore demand urgent scrutiny in the interests of transparency, value for money and long-term impacts on traders and consumers.
A letter signed by its national executives indicates that no public evidence was found of TRUEDARE having designed or operated large-scale customs systems, AI audits, or container tracking solutions elsewhere. In the absence of verifiable expertise and a track record, TAGG deems it risky for Parliament to entrust a critical national digital mandate to a newly incorporated, minimally capitalised offshore entity without full public disclosure
The Traders Advocacy Group Ghana (TAGG)believes that the assertion that the ICUMS programme will operate “at no additional cost to the state” is misleading,adding that trade facilitation, costs must be borne by someone.
According to the group Ghana’s single-window e-customs system,recognised locally and internationally for reducing leakages and improving efficiency,
Equipped with modules for risk management, audit, cargo tracking, and valuation,rather than transparently strengthening ICUMS with additional AI/analytics modules as needed.
TAGG is therefore calling on the government must publish the entire agreement, financial model, and technical annexes of the GRA–TRUEDARE deal, subject only to justified security redactions.
